Job Information**JOB TITLE: Lead Transportations Applications - Program Manager****SALARY RANGE: Min. $101,958 Mid. $135,944 ** ******POINTS 805**### **DEPT/DIV: Information Technology/Office of IT Strategy & PMO****LOCATION: 2 Broadway****SUPERVISOR: ****Dir IT Strategy & PMO Proj Mgt****HOURS OF WORK: 9:00am - 5:30pm (7.5 hours/day)**SummaryThe Metropolitan Transportation Authority (MTA) Information technology (IT) department is seeking candidates to lead and oversee key initiatives with the MTA IT Program Management Office within the division of IT Strategy & PMO. This position is primarily accountable for both managing and providing oversight to a program portfolio of up to 15 medium to large-scale, inter-disciplinary application systems established by the CIO through strategic planning and evaluation. This position is responsible for adherence to the MTA IT Project Development Lifecycle Framework to successfully lead, plan, direct, coordinate, execute, deliver, and implement large and highly complex, cross discipline, and technology programs. This position is responsible for all PMO staff activities and interactions within its assigned program portfolio with business, IT and client personnel and for mentoring PMO staff.This position is directly responsible for ensuring all Information Technology PMO projects within their defined program portfolio are delivered on schedule and within budget and will collaborate closely with all the Divisions within the MTA IT department to ensure flawless program execution.Responsibilities* Lead and guide a team of Project Managers and Business Analysts to develop and implement asset management systems to ensure consistent, high-quality project management discipline for all technology related initiatives and endeavors.* Facilitate regular Program Reviews with the IT Leadership Team and Steering Committee for the IT Project Portfolio to communicate the health and progress of the projects in key areas such as schedule, scope, budget, risks and issues* Manage project delivery teams from Initiation phase to Closure phase to ensure consistent, high-quality project management discipline for all technology related initiatives and endeavors* Develop, supervise and assign resources to manage and control all PMO projects within the assigned program portfolio related to the selection, acquisition, development, and implementation of major information systems* Track both Program-wide and individual project costs associated with internal IT labor, hardware, software and ongoing maintenance to define the actual cost for projects* Ensure all PMO managed projects within the assigned program portfolio adhere to the MTA IT Project Development Lifecycle framework* Build Project Management expertise and competence to meet evolving demands within the IT department* Assist the Director of PMO with defining the IT Project Portfolio by aligning projects with programs to support the direction of the MTA and provide optimal value to the enterprise* Work with IT Governance to estimate timelines and resources needed to achieve the program / project goals* Assist with the development and monitoring of the PMO unit's financial plan and costs* Identify project dependencies, issues and risks and determine mitigation and action plansQualifications* Proven team leader with effective and excellent communication and leadership skills in building teams* Proven leader in implementing project management processes (scope management, issue management, risk management, schedule management, budget management and quality management) in an IT department or division* High level of professional integrity and work ethic with a dedication in providing high quality service.* Strong interpersonal skills with the ability to build and maintain strong work relationships with individuals from all levels of the MTA as well as other Division Leads* Demonstrated ability to identify gaps, conflicts, dependencies, and constraints in scope, requirements, delivery, training, and deployment and work with necessary parties for resolution* Excellent people management skills; with the ability to select, motivate, and develop personnel and demonstrated ability to manage and coach a staff of ten or more consisting of both technical and analytical staff either as direct reports or in a matrix environment* Exceptional presentation, facilitation and written communications skills* Excellence in communications and issue escalation/resolution with executive leadership* Proven decision-making, critical thinking, analytical, and problem solving skills* Advanced organizational skill, with the ability to create, redesign and/or integrate complex organizational systems* High level of professional integrity and work ethic with a dedication in providing high quality service* Demonstrated ability to manage multiple responsibilities simultaneously with conflicting priorities* Ability to fit in with the constant shifting needs and demands of the business departmentsEducation and Experience* A Bachelor's degree in Computer Science, Business, Information Services or related field (or the equivalent of education and progressive responsible experience) plus a minimum eight (8) years of relevant experience with at least four (4) years of progressive IT managerial experience of four (4) or more professional staff on a cross-functional team and/or administrative management.* Certifications in project management and/or agile development (e.g., PMP Certificate from credible organization such as Project Management Institute or Certified SCRUM Master) preferred.* Deep familiarity and experience with multiple development methodologies (e.g., Agile, Waterfall, SCRUM) used in technology product and/or solution design, build and implementation.* Proven knowledge of IT project management processes and methodologies.* Hands on experience as a project delivery lead in at least three of the following areas: Commercial-Off-The-Shelf software products, custom software development, and systems implementer/integrator for enterprise systems.Other InformationAs an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $99,394 (this figure is subject to change) per year or if the position is designated as a policy maker.How To ApplyQualified applicants can submit an online application by clicking on the 'APPLY NOW' button from either the CAREERS page or from the JOB DESCRIPTION page.If you have previously applied on line for other positions, enter your User Name and Password.
