As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.SummaryThis position has the responsibility to manage and oversee activities related to the LIRR Capital Program, including the managing of multiple projects and related project teams, and/or a major complex project, including design consultants, construction contractors, and LIRR Force Account to ensure they meet established scopes, schedules, and budgets. Manage and coordinate activities of various Railroad Departments to ensure that necessary approvals are obtained, and activities are conducted in accordance with DPM Procedures, Directives, and Guidelines. Manage activities of technical and administrative staff for the proper execution of capital projects including the rehabilitation or construction of new Railroad Infrastructure, Systems and Facilities. Prepare reports, presentations and perform all other required administration functions. Resolve design and construction problems. Review changes and participate in change order negotiations. Approve invoices and other project charges. Prepare schedules and budgets for the performance of work.ResponsibilitiesResponsibilities may include but are not limited to:* Provide direction, oversight, and manage of the planning, development, design, and construction of projects and programs within the Capital Program* Provide direction to Project Managers in the development of schedules, plans, controls, and the execution of projects within the operational constraints, established budgets and schedules, with minimal changes and service disruptions.* Maintain effective working relationships with other departments and agencies in order to ensure that they provide necessary approvals for executing plans.* Provide status update summaries for projects and present monthly to all related end users and project supporting departments.* Provide recommendations and approvals or denials of related claims, work, change orders or extension of time requests.* Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.* Promote safe work practices and provide safe working conditions. Lead by example.* Manage the development of office and project related systems.* All other activities at the request of senior management.QualificationsThe following experience, education and skill are required for this position:* Bachelor's Degree in Electrical Engineering, or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
