Healthy Incentives Program (HIP) Coordinator - (190003WD) Description About DTA The Department of Transitional Assistance (DTA) assists and empowers low-income individuals and families to meet their basic needs, improve their quality of life, and achieve long term economic self-sufficiency. DTA serves one in eight residents of the Commonwealth with direct economic assistance (cash benefits) and food assistance (SNAP benefits), as well as workforce training opportunities. This is a provisional appointment. POSITION OVERVIEW The Healthy Incentives Program (HIP) allows SNAP clients to use their SNAP benefits to buy fruits and vegetables from an authorized farm or vendor. SNAP clients are automatically enrolled in the Healthy Incentives Program (HIP). These clients receive $1 for every dollar spent on eligible fruits and vegetables, up to a monthly limit. HIP incentives can be earned at participating farmers markets, farm stands, mobile markets, and community supported agriculture (CSA) farm share programs. We are seeking qualified applicants for the Healthy Incentives Program (HIP) Coordinator position. The Healthy Incentives Program Coordinator is responsible for the duties listed below; these duties are not all-inclusive: * Serve as the HIP point person for the Department. This includes having mastery knowledge of all elements of the program and the coordinating information and resources with invested parties within the Department. * Act as a project manager and direct and exercise an efficient system of control through the oversight of HIP and the Community Supported Agriculture (CSA) pilot. * Supervise and monitor the progress, risk and quality of all associated deliverables. * Outline timelines, monitor and evaluate progress and identified milestones. * Convene and facilitate internal meetings. * Interact and serve as a liaison with internal staff and external stakeholders such as other state agencies, provider organizations, national colleagues, and advocacy groups. * Represent the Department at external meetings, committees, conferences, councils, and coalitions to foster collaboration * Draft reports, memos, and other forms of communication for various audiences. * Request, collect, review, analyze and report data to improve work methods, determine progress, revise established procedures and/or provide information to interested parties. * Review statistical outcomes and provide summaries for reports intended for audiences including the public, legislatures, oversight agencies, food policy councils, and others. * Participate in analytics discussions regarding the monitoring of HIP usage. * Responsible for all contract management, record keeping, internal controls, evaluation and reporting associated with HIP and the CSA pilot. This includes: * coordinating waiver request with FNS for CSA pilot * working on contracts and MOUs related to HIP and CSA vendors * identifying opportunities for new vendors * overseeing the RFP process * creating a sensitivity training as part of the onboarding process Work with IT to make technical changes related to HIP benefit issuance processes. Work with Program Support unit to create/edit notices related to HIP. Write regulations that govern the state administration of the program. Research and identify best practices and recommend successful program model changes. Evaluate food insecurity concerns and propose solutions to improve access. Ensure that the administration of the program meets the needs of clients and farmers. This includes the marketing and promotion of the program as well as the equipment options, technology processes related to the administration of benefits and tracking of incentives. Examine technology options and tracking solutions for all HIP-related transactions. Requested duties, as required or assigned. SPECIAL REQUIREMENT Possession of a Massachusetts Motor Vehicle Operator's license required for travel-related assignments. Preferred Qualifications * Knowledge of federal, state, and local government systems, including the laws, rules and regulations of government benefit programs. * Knowledge of the mission, goals and objective of SNAP. * Knowledge of the needs of low-income individuals and families. * Knowledge of DTA local office practices. * Excellent oral and written communication skills. * Highly-skilled in execution and implementation of a public-facing program * Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc. * Knowledge of development of best practices. * Knowledge of data collection and analysis methodologies. * Knowledge of project monitoring and evaluation systems. * Knowledge of methods and techniques of policy analysis. * Knowledge of organization development techniques, principles and methods. * Ability to design and implement planning, policy, research and evaluation processes. * Ability to coordinate and direct project activities. * Ability to establish and maintain effective working relationships. * Ability to troubleshoot problems and offer creative solutions or workarounds. * Ability to deal with external organizations in a diplomatic and efficient manner. * Ability to coordinate numerous projects simultaneously to successful completion. * Ability to interpret and use data in problem-solving and process improvement. * Ability to understand and explain pertinent laws, regulations, policies and programs. * Ability to work independently and collaboratively. * Skilled in problem-solving, consensus building, conflict resolution and team building. * Excellent time management skills, with the ability to meet numerous and tight deadlines, including as priorities shift and requirements change. * Ability to identify mission critical initiatives and prioritize accordingly.
